Overview
Each coding plan tier has rate limits (requests per minute, tokens per minute) and a monthly budget. Exceeding rate limits returns a 429 response. Exceeding the budget incurs per-token overage charges.

Handling rate limits
- 429 response means you've exceeded requests/min or tokens/min
- Implement exponential backoff in your agent
- Upgrade your plan for higher limits
- Budget resets monthly — unused budget does not roll over
